Build the app/alias/{xx}.json shards

Every raw input key and every legacy mdl_seq maps to [merged_key, ds_key], so a published ?mdl_seq= or ?mdl_key=am|… link resolves without opening DuckDB. Sharded like the taxon cards, on the ALIAS's own trailing integer.
