Master-plan D17 (Ben, 2026-09-22): a release publishes at most one
drawable unit — Program Areas, or Planning Areas on v1, which has no Program
Areas. Never subregions, never ecoregions, whatever the data would support: those
are camera presets and scoring context, not places a user draws a report for.
Their scores stay in boot$zones untouched.
